The final legal hurdle.

• The user must explicitly check boxes confirming that all uploaded information is accurate and legally binding.
• Submitting this step changes the merchant status to PENDING_APPROVAL (waiting for a Workspace Admin to review) or ACTIVE (if auto-approval is enabled in Workspace Settings).
